There are very strict rules which are made very clear to these people before they step on the course. Plus, at the time the offending picture was taken, Tiger was 5 back with 9 to play. He had just birdied a par five and then this shutterbug f'ed up his swing and he gave back that stroke. Tiger is completely justified in yelling at the photographers.
