The Steelers' #21 is worn by RB Mewelde Moore. If Ryan maybe had asked Mewelde to switch numbers before the season started, Mewelde probably would have done it.

But I don't know if he did ask, or if the NFL wouldn't let Clark change even after asking Moore.
