I think minor conference teams that win the regular season are more deserving than those who luck out in a conference championship. That said, I don't think expansion to 96 teams is necessarily the answer, unless there's just an entire additional round for the bottom 64, which could be good in that it would give lower seeds a better chance to win a tournament game, as opposed to just getting slaughtered by a #1 seed straight away.
