		<description>The institution being public has nothing to do with the lack of disclosure in this case.  Students are protected by a host of federal privacy regulations and all universities, public and private, are obliged to comply.  No university will disclose the particulars of punishment for academic misconduct either - this is not really any different.  If those involved had been EMPLOYEES of the public institution, that would a whole different situation.</description>
