Correct me if I'm wrong but an owner can move his team without league approval. Didn't Al Davis move his Raiders to Los Angeles without receiving prior approval from the league? Anyway imo San Antonio would be a terrific place for an NFL team. And the fact that there are already two teams in Texas shouldn't preclude SA from having a team. Did having the Dolphins and Buccaneers prohibit little Jacksonville from getting a team. Of course not. The same holds true for Texas.
