Didn't Al Davis move his Raiders to Los Angeles without receiving prior approval from the league? Anyway imo San Antonio would be a terrific place for an NFL team. And the fact that there are already two teams in Texas shouldn't preclude SA from having a team. Did having the Dolphins and Buccaneers prohibit little Jacksonville from getting a team.
