The word is meant as in the way the paper is designed. More informal, more pictures, more gossip and even in the way the paper opens like a magazine. The papers, however, are (supposed to be) held to those same journalistic standards and do have fact-based stories... unlike the Enquirer. So calling themselves a tabloid doesn't make them junk. Printing stories based on Rupert Murdoch's own personal agenda makes them junk.
