		<description>@Mr.T im sorry for your incidents at your place of business, but please remember that not to long ago black people were FORCED to sit at the back of restaurants so dont think is personal against you my friend its a habit thats forced upon us,i am i black Rasta-man who drives a 911 porsche im miami, i get pull all the time to a point that i dont even ask why anymore, i just make sure my papers are straigt and also my life so, they have to let me go(hopefully), but if i ride dirty i should be prepared to face the consequences.</description>

		<description>Common sense would tell you to mind your "p's" and "q's" when carrying anything illegal or illicit.  
As a white man I was harassed regularly by cops (white and black) on the Upper East side NYC when I would go to visit my black girlfriend.
Racism is a 2-way street, as I have been subject to racism constantly when I was living in NYC.
I managed a large and very popular comedy club in Manhattan.  Part of what I had to do was 'seat the room', or take people to their chairs, like an usher.  It  would not fail every week, almost every night, I would escort a black couple to a table and before even looking at where their seats were in relation to the stage they would look at me and tell me: "we don't like these."  I would then have to point out how close to the stage they were and just how good their seats actually were.  Then, when they took a moment to actually look at where their seats were, they would shut up and sit down.  Not even a thank you.
It happened so often that I eventually began to realize just how racist blacks are too.  These people could not get past my suit and the color of my skin.
I even caught s%@t from blacks because they would get upset when (after they asked me) I told them I didn't vote for Obama.  I didn't vote for anybody because black, white, red, blue; it's all about the money.
Now how is that fair?  Just because I didn't vote for Obama I have to explain (in detail) why because I will be called a racist if I don't?
Point is I agree with slicka23: The bottom line is, we all need to judge every individual on his or her on actions.
BUT!  I disagree with slica23's statement about whites not being targeted.  
Urban ghettos are predominately black/minority.  Police presence in cities are outragous compared to rural areas.
Rural ghettos are predominately white, and as I mentioned, the police presence in rural areas are a sliver of what they are in cities.  
So, all the ghetto white trouble makers have more room to get away with more, because they have less people looking over their shoulder.
Regardless, keep voting in politicians that look out and protect their own, and we will continue to waste our time and energy crying to a blog.</description>

In Utah, driving without a seatbelt is a "primary" offense (where you can be pulled over for it) only for drivers/passengers who are 18 and under.  For 19 and older, it's a "secondary" offense.  Whaley is 27.

Unless the driver (or another passenger) was 18 or younger and not wearing a seat belt, I suspect that police had another source of probable cause to stop the vehicle.</description>
